James’ work at CEA spans topics including transportation electrification, clean energy, offshore wind, ocean- and land-based conservation, and California state policy. James assists nonprofits, foundations, and industry association clients with strategy development, due diligence and grantmaking, research and report writing, and engagement in state and federal regulatory processes to further environmental objectives. Past and ongoing clients include the David and Lucile Packard Foundation, Offshore Wind California, and The Nature Conservancy California.

Prior to joining CEA, James worked in New York as a legal assistant in the Project Development and Finance practice at A&O Shearman, supporting the financing and restructuring of projects in energy and infrastructure. He also interned at the District Office of former U.S. Congressman Sean Patrick Maloney (D–NY 18th District).

James graduated from Vassar College with a bachelor’s degree in political science and science, technology, and society. James is a board member of Walk San Francisco, a pedestrian advocacy nonprofit, and previously served on the San Francisco Park, Recreation, and Open Space Advisory Committee.
