KIRK MARCKWALD [kirk@ceaconsulting.com] Kirk Marckwald is the Founder and Principal of California Environmental Associates (CEA) located in San Francisco. Mr. Marckwald has worked on California energy and environmental regulatory issues for over twenty-three years. He has led large-scale regulatory reform and strategic planning projects for major manufacturing and transportation companies as well as for trade associations. He has also represented individual clients and trade associations before legislative and regulatory agencies in California and Washington, D.C. Prior to establishing CEA in 1984, Mr. Marckwald served as the Under Secretary of California's Natural Resources Agency, the Director of the Office of Appropriate Technology, and held various positions at the U.S. Department of the Interior. At the Natural Resources Agency, he was responsible for managing budget and policy initiatives of the Agency's nine departments. He resolved policy conflicts between departments, cabinet officers, legislators, companies, and private citizens. Later, he worked as a consultant with the Environmental Defense Fund to help implement programs in energy, water, and hazardous materials. In July 1999, Governor Davis appointed Kirk as a public member to the California Board of Forestry for a four-year term. Kirk also currently serves as a Board Member of the Institute for Local Self-Reliance. Mr. Marckwald holds a M.S. in Natural Resources Policy and Management from the University of Michigan and a B.A. from Trinity College. |
