Darcy L. Wheeles is a Senior Associate
with experience in environmental policy and environmental management consulting.
Ms. Wheeles has worked with firms in several fields, including energy, chemical,
clothing, automotive, and container manufacturing. While at CEA, Ms. Wheeles
has worked on a broad range of programs, including conducting a stakeholder
analysis, redesigning an industry-led national recycling program, and negotiating
environmental conditions for the transfer of hydroelectric assets. Her expertise
is in preparing environmental documents and facilitating the permitting
process. Ms. Wheeles also has extensive knowledge of the California legislative
and regulatory environment at the state and local levels.
Prior to joining CEA, Ms. Wheeles worked for an environmental consulting
firm where she guided companies in integrating and streamlining their
environmental management information systems and developing environmental
performance indicators. Ms. Wheeles also spent several years working with
Cities and Counties to evaluate proposed development within their jurisdiction,
grant applications, and long range planning (updating General Plans).
Ms. Wheeles holds a B.A. in Human Biology from Stanford University with
a focus in Environmental Policy and is currently Vice Chair of the City
of Seaside Planning Commission.
